Schnabel has provided full-service CCR impoundment closure and new landfill design and construction services for several active and inactive power generating facilities in the Mid-Atlantic. Our team continues to work closely with one of the largest utility companies in the region to provide permitting, design, and owner’s engineering services on the decommission of their regulated CCR surface impoundments and the development of new CCR landfills to permanently store the plant balance of CCR materials.

With expertise in CCR Management, solid waste facilities design and regulatory compliance, our team has developed and implemented CCR impoundment closure activities in full accordance with state and federal requirements. This work has included the required siting, monitoring, and evaluation assessment under state regulations and the federal CCR Rule.

Along with regulatory compliance, Schnabel has performed extensive site investigations, created closure-by-removal design construction documents, obtained regulatory plan approvals, and assisted owners with the implementation of material removal and closure certification.

Our CCR impoundment closure work has been accompanied with the siting, permitting, design, and construction of new CCR landfills for the permanent storage of regulated CCR materials. Work on new CCR landfills has included the design of a CCR unit, environmental monitoring systems, contact and non-contact water management, leachate collection systems, and final closure requirements for the facilities. Our team has also been successful in the permitting of alternate bottom liner and final cover systems, which has resulted in cost savings for the owner.

In support of CCR closure-by-removal activities at these sites, Schnabel has provided compliance monitoring services for the discharge of treated CCR contact water in accordance with the facility’s National Pollutant Discharge Elimination System permit. These services have involved subcontracting an onsite laboratory for analytical analysis and reporting, where Schnabel deployed innovative technology and data management systems to manage water discharges using the EQuIS environmental database management system.

Our work has also included the development of sampling and analysis plans, operations and maintenance (O&M) manuals, and tank discharge procedures detailing the list of documents needed prior to discharging water through the site’s regulated outfall.
