Project Overview
The National Harbor Development Project includes development of 534 acres of land on the Potomac River and development of a harbor complex within 234 acres of what is called Smoot Bay. Since the project directly affects both the Potomac River waterfront and requires in-river construction, an Environmental Impact Statement was required to address the development’s environmental concerns. Schnabel provided a detailed investigation to establish existing baseline subsurface conditions, including soils and groundwater, as well as predicted impacts to the subsurface based on two development scenarios and a no-build alternative.
Schnabel’s analysis included a detailed review of the geologic, hydrogeologic, surface water hydrologic, river flow, and river water quality characteristics, including sampling of river water quality (surface and bottom water samples) and sampling of river bottom sediments. Water and sediment samples were chemically tested and the resulting data were used with historical river water quality data to assess the impacts of the proposed development on Smoot Bay.
