Project Overview
Deep River Point Lower Dam, constructed to serve as a water quality pond, is an earthfill embankment located approximately 2,400 feet upstream of State Route 68, Eastchester Highway. Due to a planned extension to Penny Road over the right half of the dam, the dam was classified as a High Hazard Dam. Schnabel conducted an inspection of the dam and spillway to evaluate conditions and potential for repairs. Alternatives were developed to select the most cost effective alternative for modifications to the dam, and an emergency action plan (EAP) was prepared for use by the City.
Four alternatives were considered, and the selected alternative included raising the top of dam one foot and removing the emergency spillway that discharged across the road. In addition, the existing riser and conduit were replaced with a 10-foot x 10-foot riser and a 60-inch diameter reinforced concrete pipe conduit was constructed to carry the full design flow discharge without overtopping the dam and Penny Road Extension. The new concrete riser included a 12-inch diameter valve for pond drainage and new aluminum trash rack, designed to keep the water velocities below 2 fps during maximum discharge. At the outlet of the conduit, a reinforced concrete retaining wall and dissipater basin were provided to protect the slope of the highway.
