Project Overview
Lake Raleigh is a former water supply reservoir for the City of Raleigh, and the earthfill dam and concrete spillway were failed by floodwaters during Hurricane Fran in 1996. The reconstruction of the dam was a critical element in the development of the new Centennial Campus of North Carolina State University, where the dam is located.
Schnabel provided investigation, design, and construction oversight for the reconstruction of the Lake Raleigh Dam. The design was coordinated with the Federal Emergency Management Authority (FEMA), in addition to the state agencies responsible for dam safety, erosion control, and state construction.
The investigation included geotechnical borings through the dam and foundation, geologic mapping of exposed bedrock, land surveys of the site, and coring of the existing concrete spillway. The primary design tasks included hydraulic modeling and structural design of the new spillway to increase capacity and enclose the existing spillway. The slopes of the earthfill embankment were flattened, increasing the footprint of the dam. Schnabel prepared and submitted a Conditional Letter of Map Revision (CLOMR) to address the modification in flood discharge caused by the new spillway design.
Schnabel developed construction drawings and technical specifications and assisted the state in evaluating bid proposals. We provided observation of construction activities, working with the contractor and client to achieve the project goals. At the end of construction, we provided Record Drawings drawings to NC DENR.
